Program

The GovTech Innovation Exchange enables the Federal Administration to look for innovative solutions to the current challenges of digital transformation. Various Federal Administration offices have submitted examples of such challenges (see below). The Federal Chancellery is looking for start-ups that are developing solutions to these challenges.

To enable start-ups and Federal Administration offices to develop innovative solutions together, the DTI Sector of the Federal Chancellery is organising another Innovation Exchange in 2025.

By doing so, the Federal Administration is responding to a request from Parliament to examine innovative ideas and implement them quickly where appropriate.

The Innovation Exchange offers start-ups the opportunity to engage in dialogue with offices of the Federal Administration. In return, this dialogue provides participating offices with an overview of highly innovative solutions available on the market. The ideas developed during the Innovation Exchange may then lead to concrete implementation orders.

Challenges

8 offices of the Federal Administration submitted a total of 12 challenges:

1. Bundesamt für Raumentwicklung: Entwicklung eines KI-gestützten Chatbots zur Navigation der Toolbox Agenda 2030
2. Bundesamt für Raumentwicklung: Obligatorische Online-Schulung im Bereich Nachhaltige Entwicklung für alle neuen Mitarbeitenden
3. Bundesamt für Gesundheit: Durchsuchung von Online-Daten im Rahmen des Vollzugs der heilmittelrechtlichen Bestimmungen zu Integrität und Transparenz
4. Bundesamt für Kommunikation: Digitaler Assistent BAKOM-Webseite
5. Bundeskanzlei: Intelligenter Assistent für Bundesratsgeschäfte (Chatbot statt Roter Ordner)
6. Bundeskanzlei: Automatisierte Extraktion und Kategorisierung von relevanten Textteilen in Konsultationsprozessen
7. Bundeskanzlei: UX Design für Übersichtliche Konsolidierung von Stellungnahmen für die Ämterkonsultationen
8. Bundeskanzlei: Visualisierung eines Dashboards für politische Geschäfte
9. Bundeskanzlei: Monitoring von laufenden Unterschriftensammlungen für eidgenössische Volksbegehren (Beilagen: Beschrieb Prozess Unterschriftensammlung, Konzept Monitoring Unterschriftensammlungen, Unterschriftenkontrolle Infografik, Wegleitung Meldeformular)
10. Bundeskanzlei: Erhöhung der Sicherheit des Prozesses für Unterschriftensammlungen (Beilagen: Beschrieb Prozess Unterschriftensammlung, Konzept Monitoring Unterschriftensammlungen, Unterschriftenkontrolle Infografik, Wegleitung Meldeformular)
11. Generalsekretariat Departement für Umwelt, Verkehr, Energie und Kommunikation: Proof of Concept "Website zur Publikation von Klimadaten der Bundesverwaltung"
12. Bundesamt für Lebensmittelsicherheit und Veterinärwesen: Graphbasierte Datenverwaltung im Lebensmittelrecht

Call for Proposals

Interested start-ups have until 28 April 2025 to submit proposed solutions to the challenges.

Interested companies in one or more of the challenges above can apply by registering on this website. Registered companies will then get a form to enter their proposal(s) for these challenges. After checking all proposals handed in, by May 16 the Federal Chancellery and the challenging offices of the Federal Administration will select the best proposals to join the GovTech Innovation Exchange event on June 20, 2025.

Overall, the GovTech Innovation Exchange is an excellent opportunity for startups to develop innovative solutions to real-world challenges, engage with government officials, gain exposure to potential customers, and access valuable resources and networking opportunities.

At the final meeting on Friday, 20 June 2025 (please pre-reserve your calendar for the meetings in Bern), the federal offices and start-ups will together determine the best proposed solutions and plan any follow-up work.

Procurement Law

Under procurement law, the Innovation Exchange is considered a market clarification. Based on the outcome of the exchange, participating federal offices will decide on a case-by-case basis whether subsequent contracts should be granted and which procurement procedure is to be used. There are no mutual obligations; neither party receives compensation.
